City Guard and City Watch
This faction is led by Piergeiron the Paladinson, the Open Lord. Comprised of soldiers loyal to the city, each organization operates differently: the Guard act as bodyguards to important individuals while the Watch participates in the other policing duties for the city.
The Harpers are a semi-secret organization dedicated to promoting good, preserving history (including art and music of old) and maintaining a balance between civilization and nature by keeping kingdoms small and the destruction of plant life to a minimum. They consider the elven empire of Myth Drannor shortly before its fall to be the pinnacle of civilized history and strive to recreate the world in that image.
Those Who Harp are led by a council of seven High Harpers, who are responsible for most of the group’s long-term plans and goals. High Harpers are elected through the means of secret ballots among the other High Harpers, with the criteria being long time service and extreme discretion in the implementation of their plans.
The Moonstars seek to preserve life and knowledge. They have a similar outlook to the Harpers, but apply themselves to Mystra, Oghma and Sehanine Moonbow. Their leader, Khelben, is very much in tune with the beliefs and motivations of the Harpers, but prefers to keep tighter control of the agents under his control. He felt that he sacrificed much for the Harpers during his time in their service and was unfairly treated by the Twilight Trio.
The Red Sashes are a vigilante group that is based, as well as operates, in Waterdeep. The individual cells of the Sashes, one for each ward of the city, each answer to an authority only known as “The One”. Not an impulsive or excessively violent group, the Red Sashes aim to arrest the guilty and let free the innocent, typically when the City Watch fails in these aims.
Knights of the Shield
The Knights of the Shield purport to be a consortium of merchants and nobles interested in manipulating political and mercantile activity for their own economic gain, but, in truth, their influence stems from their ability to acquire, manipulate, and wield information. Based primarily in Amn, Tethyr, and Baldur’s Gate, their influence extends from Calimshan and the Shining Sea to Waterdeep. The Knights hold some notoriety in the North, for rumors place a disguised evil being from the lower planes at the head of this group.
Church of Lathander
Although humankind has dwelt in the shadow of Mount Waterdeep since the abandonment of Aelinthaldaar, the City of Splendors has retained the energy of an up-and-coming commercial center full of promise for generation upon generation. This spirit of renewal is both in harmony with the teachings of the Morninglord and the primary reason so many Waterdhavians embrace the teachings of Lathander. As a result, the Church of Lathander is one of the leading churches of Waterdeep.
